Giuliana (Giuls) is the DCSEU’s Account Manager for Colleges and Universities and for the Federal Government, including the Department of Defense. Giuls works closely with universities towards reaching campus sustainability goals, planning capital projects, and improving existing facilities. She also assists project teams in the Federal Government to determine energy efficiency solutions for their buildings and provides third party assistance when working with Energy Savings Performance Contracts (ESPC’s). Giuls’ background includes working as a Sustainability Analyst for The Tower Companies and working in customer engagement and marketing at a local renewable energy supplier. Giuls serves on the US Green Building Council NCR’s Market Leadership Advisory Board and is accredited as a Certified Energy Manager and as a LEED AP O+M.

For the past several years, energy resilience, reliability and conservation measures of various kinds have been installed in several locations throughout the base, including parking lots. The implementation of Executive Order 13834 (Efficient Federal Operations) has been front and center with a variety of challenging initiatives underway. In addition, a number of renewable energy generation projects have been installed with the goal of supporting the Department of the Navy’s initiative to reduce fossil fuel generated energy consumption, provide renewable energy, and optimize the use of impervious parking surfaces.

Chris Cimento worked in the private sector supporting power generation and energy efficiency projects for 25 years before joining NAVFAC. Chris engineered Navy ship service turbine generator and main ship propulsion components and systems while working for General Electric. Chris later worked for British Gas in their private power development group completing large combined-cycle power plant projects in Southeast Asia, the Middle-East and the US. Chris later joined a large US Energy Services Company where he negotiated and oversaw construction of Energy Saving Performance Contracts with the US Military in Europe. After joining the Navy, Chris has managed Navy installation utility systems for the Far East, Southeast US and Washington DC Regions. Chris has a BSME and MBA from Boston University, is a Registered Professional Engineer in VA, Certified Energy Manager, Certified M&V Professional and holds two power generation related patents.

Steven L Phillips


Supervisory Engineer PW81: NAVFAC Atlantic

Mr. Steve Phillips supervisors the Public Works PW81 section for Naval Facilities Engineering Command Atlantic in Norfolk, VA. Mr. Phillips graduated from the University of Alabama with a BS degree in Electrical Engineering and later earned a MS degree in Human Resource Management from Troy State University. He is a Professional Engineer in the state of Virginia and a Certified Energy Manager. His professional experience includes serving as an Air Force Engineering Officer for 22 years. While in the AF, he held many positions ranging from Installation Energy Engineer to Command RED HORSE Program Manager. Upon transitioning from active duty (2012), Mr. Phillips started his civil service with NAVFAC Atlantic as a project manager (PM). He served as the PM for Power Purchase Agreement (PPA) for Joint Base Anacostia Bolling (JBAB). He is also the PM for the Marine Corps’ largest Utility Energy Service Contracts (UESC) at Camp Lejeune and MCAS Cherry Point. Task orders totaling over $500M.

Keith Benson
Director Energy: Navy Installations Command


Keith Benson is currently serving as Energy Headquarters Program Director (Energy HPD) for Navy Installations Command located at the Washington Navy Yard in Washington D.C. Keith manages the Navy’s Shore Energy Program across 11 Regions, and 71 Installations covering 2.1 million acres with a diverse $3-B project portfolio. Keith is a former naval officer, civil and environmental engineer and acquisition professional with global experience spanning 40-countries.

Joint Base Anacostia–Bolling is a 905-acre (366 ha) military installation, located in Southwest, Washington, D.C., established on 1 October 2010 in accordance with congressional legislation implementing the recommendations of the 2005 Base Realignment and Closure Commission. The legislation ordered the consolidation of Naval Support Facility Anacostia (NSF) and Bolling Air Force Base (BAFB), which were adjoining, but separate military installations, into a single joint base, one of twelve formed in the country as a result of the law.
