Minimum Requirements

  • Background and Experience Required


  • BA/BS plus 10 years of relevant experience or demonstrated equivalency of education and/or experience (AS plus 12 years of relevant experience OR HS diploma / GED plus 14 years of relevant experience.


  • Strong project management and communication skills


  • Experience with contract management and liaising with subcontractors


  • Understanding of complex energy purchase and market-based lease and license structures


  • Prior work experience working with solar developers and/or electric utilities and expertise in communicating with diverse stakeholder groups


  • Familiarity with regional/local energy markets and utility providers, net metering regulations and rate structures, and solar system (rooftop, carport) technical specifications and construction;


  • Familiarity with Power Purchase Agreements, solar site lease and license structures, community solar programs and the Solar Renewable Energy Credit (SREC) market;


  • Experience with utility interconnect agreements and solar permitting


  • Project management and construction management of solar facilities in urban environments (rooftop/carport);


  • Familiarity with roof systems, basic structural engineering and roof inspection/evaluation procedures
  • Manage an RFP process for solar system installation, including evaluation and selection of proposers through installation, commissioning, operations, and interconnect


  • Review and recommend solutions, including life cycle-based alternatives analysis


  • Coordinate the overall efforts under this task order and shall be ultimately responsible for ensuring the quality of the products and services delivered


  • Serve as the consultant leader for the project tasks and will develop and maintain relationships with engineering, legal, procurement, maintenance, project management, budget, and capital planning staff


  • Work closely with client staff to gather and disseminate information and project schedules, develop materials and ensure receipt of necessary approvals, and share final products and project results


  • Manages more complex projects that tend to be larger in scope and dollar, thereby increasing the potential for larger change orders and consequences of error.


  • May act independently as the IE representative with consulting firms and ensures that the final product reflects the original scope and budget requirements.


  • Increasing responsibility for leadership of direct reports.


  • This position could be based in Washington, D.C. or Germantown, MD.

Solar Program Manager

Preferred Qualifications

  • Experience within the District’s solar market and/or the completion and full operation of 3-5 different solar system projects (rooftop or carport)


  • Experience working with Pepco, Baltimore Gas and Electric and Dominion Energy to develop and construct on-site solar projects


  • Experience working with regional energy stakeholders e.g. District of Columbia Sustainable Energy Utility (DCSEU), Pepco


  • Experience with other (non-solar) clean, renewable, and distributed energy development in the field, including those related to distributed storage and clean fleet.

Job Summary

The Solar PM shall develop an implementation strategy including managing an RFP process for solar system installation, including evaluation and selection of proposers through installation, commissioning, operations, and interconnect. The Solar PM shall be responsible for coordinating the overall efforts under this task order and shall be ultimately responsible for ensuring the quality of the products and services delivered. This includes collaborating within the client organization to provide outstanding communication and coordination for the project. The Solar PM shall work full-time, with a minimum of 40 hours per week at client headquarters or another site as needed for the execution of the project tasks. In addition, the PM may be required to work outside regular business hours to accomplish the project tasks. This staff person shall serve as the consultant leader for the project tasks and will develop and maintain relationships with various client offices, which may include, but are not limited to, engineering, legal, procurement, maintenance, project management, budget, and capital planning staff. The PM shall work closely with client internal staff to gather and disseminate information and project schedules, develop materials and ensure receipt of necessary approvals, and share final products and project results.
