projects that resulted in reduced energy consumption, reduced utility costs and increased plant reliability. Mr. Potter also led the development of a long-term strategic energy plan for the U.S. Capitol Power Plant and played a key role in completing the five-year Utility Tunnel Improvement Program. Mr. Potter graduated from the University of Maryland in 1994 with a Bachelor of Science degree in mechanical engineering. He also holds a Master of Science degree in engineering management from The Catholic University of America and a Master of Public Administration degree from American University.

Heather Jauregui works for Perkins Eastman as a Sustainability Specialist on the Firm-wide Sustainability Team, where she combines her passions for both research and architecture. She currently works to provide architects with easy access to top research around key topics of sustainable design and to help propel the industry forward toward a more sustainable future. She is passionate about passive design, building science, indoor environmental quality, and pre/post-occupancy evaluations. One of Heather’s current projects is the Falls Church High School Campus Project which involves multiple buildings and mixed use.
Edward P. Yim is Associate Director of Policy and Compliance for the District of Columbia’s Department of Energy and Environment. In this role, he advises the Department on energy policy, develops initiatives and projects to help achieve the District’s energy goals, and represents the Department before the District of Columbia’s Public Service Commission. Recently, he has been leading the effort to develop the climate and energy plan to reduce greenhouse gases by 50% by 2032, called Clean Energy DC, as well as developing strategies to increase local solar generation in the District, with a goal of installing up to 250 MW in the District by 2032. He has also been leading the District Government’s efforts on modernizing the energy delivery system in the District to prepare for the “Grid of the Future.”
He has presented in numerous conferences and seminars, including on the topic of clean energy planning for cities for the American Association for the Advancement of Science, and keynote presentations on distributed energy resources and grid modernization. He has practiced energy and environmental law for nearly 10 years on topics ranging from electricity market, renewable energy, natural gas development, and wastewater utilities.

An AEE NCC Board Member will present information about 2 or 3 district energy projects in operation that are located far from Washington, DC.
As the Director of Utilities and Power Plant Operations, Mr. Christopher Potter is responsible for the management, operation, maintenance and capital improvement program of the U.S. Capitol Power Plant and its utility distribution system. In addition, he oversees the utility budgeting for all of the facilities under the Architect of the Capitol's (AOC) care.
Before being promoted to his current position in 2012, Mr. Potter had served as the Deputy Director of Utilities and Power Plant Operations since beginning his career with the AOC in 2005. His numerous accomplishments in this position included successfully completing and commissioning a major refrigeration plant expansion project, installing modern digital control systems and several other energy conservation
