Additionally, his expertise includes the design and installation of combined heat and power projects (co-generation), generators with gas turbines and reciprocating engineers, as well as automatic transfer switches. Mr. Millar’s notable, current work includes the DBOOM of a 1.2MW Co-Gen plant, 7.5MW E-Power project, and 2.4MW Co-Gen in development at major hospitals in the Mid-Atlantic region.

Mr. Millar is a current board member of the AEE National Capital Chapter, and serves as a committee member on the Tysons Partnership Sustainability Council.  He holds CEM, CBCP, and EBCP certifications. A U.S Navy Veteran (1984-1988), Doug has a BS in Finance from Rutgers University, as well as professional certifications from New York University and the Johnson Controls Institute of Milwaukee, further cultivating his industry expertise.

Mr. Lord has been an Energy Manager for public school districts in Virginia since 2003.  He has experience in three school divisions, Amelia County, Loudoun County, and currently Fairfax County.  Fairfax County Public Schools (FCPS) is the 11th largest school district in the nation. 

Mr. Lord is a Certified Energy Manager (CEM).  In addition to the CEM, Mr. Lord holds several other certifications from the Association of Energy Engineers including Certified Sustainable Development Professional, Certified Demand Side Management Professional, Certified Energy Auditor and Certified Measurement and

Justin is a licensed Professional Engineer, ACG Certified Commissioning Authority, Certified Energy Manager, LEED AP, Existing Building Commissioning Professional and Managing Director of Lilker EMO Energy Solutions Group.

Over the past 9+ years at Lilker EMO Justin has led more than 100 commissioning / retro-commissioning projects. He has also provided oversight of the Firm’s LEED, Energy Modeling, Benchmarking and Commercial/Residential Energy Auditing departments.  He is committed to finding ways to help his clients reduce their energy usage, improve their occupants comfort, and increase the reliability of their mechanical systems through the services that Lilker EMO offer.

Originally from Pittsburgh, PA, Justin attended Penn State University and earned a B.S. in Mechanical Engineering. A true sports enthusiast, he is an avid fan of all of his hometown teams and enjoys golf, soccer, basketball, tennis, fishing, snorkeling and SCUBA diving, when he has free time.

Vice President at Edison Energy and located in the Washington DC area office, Doug Millar has over 26 years of experience with proven success in the field of optimized energy use, energy conservation, efficient HVAC in new construction, efficiency upgrades and implementation of capital projects in existing buildings.  With extensive experience in energy management, mechanical systems, electric and renewable energy, Doug’s knowledge and capabilities are especially significant in developing and providing a total facility or campus aggregate solution.  Mr. Millar has developed and managed multimillion dollar energy projects for key university, military, government, commercial and privately owned buildings 

several national conferences and associations, including the American Council for an Energy-Efficient Economy. Mr. Witting is also an active member of the United States Green Building Council.

Verification Professional.  Mr. Lord is also licensed teacher in VA with 10 years of classroom experience. 

Mr. Lord is a past President of the National Capital Chapter of the Association of Energy Engineers and continues to serve as a Board Member.  At the National level, Mr. Lord serves as AEE Adviser to Student Chapters for the US.  In addition, he serves on the Metropolitan Washington Council of Government’s Climate, Energy & Environmental Policy Committee, the Certification Advisory Board for the Virginia Association of Environmental Education and is a member of the Board of Directors for the Virginia Energy Purchasing Governmental Association.

Tim Witting is a Business Development Manager at NAC Group, a local union mechanical contracting firm specializing in HVAC construction, service and controls. He has more than 9 years of experience in energy solutions with a specialization in cogeneration, HVAC, building automation, and lighting. Mr. Witting has been accredited as a Certified Energy Manager (CEM) and Business Energy Professional (BEP) by the Association of Energy Engineers. In addition to energy efficiency, his experience includes 8 years in real estate and financial services in the DC Metro region.

Mr. Witting serves as the Vice President of the National Capital Chapter of the Association of Energy Engineers. He has authored and presented multiple white papers and presentations for
