Mr. J. E. "Jack" Surash became the Acting Deputy Assistant Secretary of the Army (Energy & Sustainability) in September 2016. In this position, he is responsible for overall program direction, the establishment of policies, development, and refinement of strategies, and oversight for implementation of all programs and initiatives related to Energy Security and Sustainability within the Army. As the Army's Senior Energy Executive, Mr. Surash coordinates and integrates both installation (traditional as well as expeditionary) and operational energy programs and strategies.

1. DOD energy projects will focus on sustaining operations in the event of interruptions in the electrical grid with distributed energy components.
2. Third-party financing will be continued and enlarged for new energy capacity, energy efficiency and resiliency projects, and other energy management services at DOD installations.
3. Although the Trump administration has changed direction regarding efforts to address climate change, the DOD will continue to rely on renewable energy sources at its facilities.
4. DOD will expand “energy as a service,” procurement to meet all facility energy needs by combining distributed generation, the privatization of utilities and enhanced energy controls.

Mr. Robert B. Hughes is the Director of the U.S. Air Force Office of Energy Assurance and is responsible for the delivery of large-scale energy assurance projects that increase Air Force installation energy resiliency and leverage cost-effective private sector financing. Previously, Mr. Hughes was Director of the 6th Civil Engineer Squadron, 6th Air Mobility Wing at MacDill Air Force Base, Florida. As Director, he oversaw the plans, programs, designs, construction, operation, and maintenance of 600 base facilities, totaling over 5 million square feet, on 5,700-acre installation; physical plant valued at over $6.4 billion.

Mr. James Balocki was appointed as Deputy Assistant Secretary of the Navy for Installations and Facilities in October 2016. He is the principal advisor to the Assistant Secretary of the Navy (Energy, Installations and Environment) on Navy and Marine Corps policies related to military construction, facilities sustainment, restoration and modernization; acquisition, use and disposal of real property and facilities. Mr. Balocki served previously as the Chief Executive Officer and Director Services and Installations of the US Army Reserve at Fort Bragg, NC. He was responsible for the command’s facilities and infrastructure worldwide, operation of classified and unclassified information networks, acquisition of services and supplies, and management of 12,000 DoD civilians.
