This is a very special opportunity to see a large "microgrid" plant that contains Combined Heat and Power (CHP), Absorption Chillers and PV solar array
working together.


The tour of the FDA campus at White Oak will focus on the Central Utility Plants (CUPs) that provide power, heating, cooling, and steam to the site. The
CUPs form the cornerstone of the "microgrid" energy infrastructure on the campus, which was developed under a series of Energy Savings Performance Contract (ESPC) orders and modifications spanning more than a decade.


The initial CUP included a 5.8 MW dual-fueled enginegenerator, a 2 MW standby diesel generator, four 4.5 MW gas-fired turbine generators, more than 10,000
tons of cooling capacity, and 54,000 Mbtu/hr of heating. An expansion to the existing CUP that includes an additional 29 MW of electrical generation, 7,500 tons of cooling, and 157,000 PPH of heating capacity was completed in early 2014. There are also
two 1,130 ton absorption chillers, a 25 kw fixed PV array and a 5 kw single axis tracking PV array.

Friday, July 25th: Tour of FDA Central Utility Plant "Microgrid"

Our speaker will be Phil Smith, Director, Federal Project Development for Honeywell Building Solutions Federal Systems Group. He has developed and implemented several comprehensive energy savings performance contract projects for the Federal Government as well as other public and private institutions since 1998. The total construction value associated with these energy conservation projects is over $350 million; and they generate nearly $43 million in annual energy savings and maintenance cost avoidance.


Prior to joining Honeywell, Mr. Smith garnered 25 years of experience as an officer in the U.S. Army Corps of Engineers, culminating with nearly seven years as Director of Public Works at two major Army installations responsible for all aspects of engineering design, construction, facility maintenance and repair, utilities, housing operations, and environmental programs.


He holds a BS degree from the United States Military Academy and an MBA from National University. He is a registered Professional Engineer, a Certified Energy Manager, a Certified Energy Procurement Professional, and a LEED accredited professional. He is a member of the Society of American Military Engineers (SAME), the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE), and the Association of Energy Engineers (AEE). Mr. Smith currently serves as Vice-chair, Education on the SAME National Facilities Asset Management Committee. He was named AEE Region II Energy Engineer of the Year in 2005.
